This course provides an overview of protective action decision-making for all-hazards incidents, with emphasis on practical application in southern Georgia communities. Participants will review key concepts related to evacuation, shelter-in-place, and public safety advisories, including decision triggers, timing considerations, public messaging, and coordination with public health and medical partners. Instruction incorporates relevant guidance and research, including NCHRP Report 740 and established protective action decision models.
The course includes discussions of recent real-world case studies, such as Hurricane Idalia, regional wildfire responses, and hazardous materials incidents, to highlight challenges in selecting and implementing protective actions. A facilitated tabletop exercise allows participants to apply these concepts in a scenario reflective of coastal, rural, and industrial risk environments.
